Chapter 29C of the Code of Iowa outlines a structure for responding to and managing emergencies and disasters in the state. In addition to creating and defining the Iowa Homeland Security and Emergency Management Department (HSEMD), Chapter 29C also states that  each County shall have an Emergency Management Commission. According to Iowa law, the Scott County Emergency Management Commission is comprised of each Mayor in the County, one County Board member and the County Sheriff. Further, each Commission shall employ an Emergency Management Coordinator and operate an Emergency Management Agency.
