Patriot Mobile Home Park Sexual Abuse Case

The Scott County Sheriff’s Office would like to thank all of the agencies that assisted in the Patriot Mobile Home Park Sexual Abuse Case.  We would also like to recognize our Detectives who put in endless hours for this investigation.  The following is a press release that was released November 23, 2016 by Scott County Attorney Mike Walton: 

“Today, the Iowa Court of Appeals affirmed the convictions of two of the Patriot Mobile Home Park sexual abuse defendants. Three counts of sexual abuse in the second degree were affirmed regarding Melvin Lucier. This involves one of the four trials at which Lucier was convicted of numerous counts of sexual abuse of children. Lucier has been sentenced to seven life sentences and one fifty year sentence. The multiple cases were pursued to seek justice on behalf of each victim and assure to the best of our ability that Lucier will not have access to children for the remainder of his life.

Thomas Jenkins' sentence of fifty years for two counts of sexual abuse in the second degree were also affirmed in a separate opinion.

We are grateful for the diligent work on this case by the Scott County Sheriff's Office, Detectives Thomas Leonard and Rachelle Kunde, and cooperation and hard work by the Iowa Department of Human Services and all the foster families and others who assisted the child victims through the legal process that lead to these convictions and sentences.

As a result of the investigation by the Scott County Sheriff’s Office and prosecution by the Scott County Attorney's Office regarding sexual abuse of young children at the Patriot Mobile Home Park in Davenport, ten arrests were made. Nine of the ten defendants  were sentenced to prison. One Defendant was ruled to be not competent to stand trial. Attached is a summary of those convictions.”

Convictions:

As a result of the investigation by the Scott County Sheriff’s Office and prosecution by the Scott County Attorney's Office regarding sexual abuse of young children at the Patriot Mobile Home Park in Davenport, ten arrests were made. Nine of the ten defendants were sentenced to prison. One Defendant, Shanika Posey was determined to be not competent to stand trial.

Melvin Thomas Lucier –

FECR360552 - 3 counts sex abuse 2nd - Three life sentences w/o possibility of parole (on appeal)

FECR360882 - 1 count sex abuse 2nd - One life sentences w/o possibility of parole (on appeal)

FECR360369 - 3 counts sex abuse 2nd - Three life sentences w/o possibility of parole (affirmed)

FECR360369(2) - 1 count sex abuse 3rd - Sentenced to 50 years (on appeal)

James Faler – 5 counts sexual exploitation of a child (federal case) life sentence plus 50 years, without possibility of parole

Thomas Jenkins – 2 counts sex abuse 2nd - 50 years (two twenty five year sentences, consecutive) (affirmed)

David Conger – 2 counts failure to comply with sex offender registry, 1 count Theft 2nd - 15 years (three five year sentences consecutive)

Sherry Oats – 5 counts child endangerment - 13 years (a five year and four two year sentences consecutive)

Sarah McConnell – 2 counts child endangerment -10 years (two five year sentences, consecutive)

Jenni Jenkins – 3 counts child endangerment - 6 years (three two year sentences consecutive)

Jessica Epping – 1 count child endangerment - 2 years (probation, later revoked and sentenced imposed)

Andrea Lynn Rodden – 1 count child endangerment -2 years’ incarceration

Shaneka Posey – case dismissed, defendant incompetent to stand trial, not restorable
