Job Summary

Under basic supervision, the Accounting Clerk performs a variety of accounting activities used to process all Scott County property tax payments, special assessment liens and motor vehicle transactions. Counts and balances all payments collected and reviews the work of other Clerks for accuracy.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Inputs accounts payable invoices from the Treasurer's office into computer and scanner for payment; reconciles purchasing card using receipts submitted and bank website; prepares related report to be submitted to Administration.

Prepares and organizes titles for scanning into system; conducts quality control of motor vehicle titles completed by various clerks; prepares copies for the Motor Vehicle Supervisor as needed for correction.

Issues checks to customers for overpayments of property tax or motor vehicle transactions, County employee travel reimbursements, and tax sale investors for Tax sale certificate redeemed.

Counts cash bags from previous business day; assists in balancing cash drawers and prepares deposits; processes revenue collections from all other departments in the County.

Processes motor vehicle title and registration; contacts, dealers, lending institutions, other organizations as needed to complete paperwork; inputs information related to motor vehicle refunds on vehicles sold, traded, or junked into appropriate computer system.

Processes property tax payments submitted by mail, website, or customers at counter; verifies taxes owed on platting processes and sign affidavits if all taxes are paid.

Answers phones and assists customers; assists low income disabled and elderly customers with questions and filling out property tax credit claim forms over the phone or in person. Proofs property tax credit claims for real estate and mobile homes; enters appropriate credit into tax system

Assists clerks with motor vehicle and tax questions and correcting motor vehicle and tax errors. Assists Finance Manager with daily bank reports as needed. Notifies customers for returned ACH payments, updates motor vehicle or property tax systems of the outstanding ACH and processes revocations due to insufficient payments.

Inputs data related to suspended taxes and bankruptcy into appropriate computer system and spreadsheets; responds to questions regarding suspended taxes and bankruptcy from the public and other County employees.

Updates parcel records as submitted by cities in Scott County either manually or electronically; prepares invoices for special assessments added.

Assists Tax Accounting Specialist with month end reconciliation, as needed; acts as back up for Clerks, Tax Accounting Specialist, and Cashier.

Acts as supervisor on rotating Saturdays at the County General Store.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
High school diploma or GED equivalent; AND two (2) years of clerical experience, some accounting or bookkeeping experience preferred; OR an equivalent combination of education, training, and experience.

Knowledge of:
General accounting practices and principles.

Applicable local, State, and Federal laws, codes, regulations, and ordinances.

General office policies, procedures, practices, and equipment.

Money handling practices and procedures.

Skill in:
Typing and entering data with speed and accuracy.

Maintaining accurate records and filing systems.

Reviewing documents for accuracy.

Operating a computer to include standard software and some specialized software.

Establishing and maintaining cooperative working relationships.

Communicating effectively verbally and in writing.

Work is performed in a standard office environment.
May be required to lift and move objects weighing up to 40 pounds.
