Job Title: Assistant County Engineer

Under general supervision of the County Engineer, the Assistant County Engineer plans, designs, implements, and administers contracts and construction projects to meet appropriate specifications and to maintain the Secondary Road system.

Essential duties and responsibilities may include, but are not limited to, the following:
Prepares, completes, and audits construction project documentation for contract administration and inspection procedures; prepares bidding and letting documents for construction and maintenance projects.
Prepares pay estimates, resolves disputes, and monitors the progress of all contracted work to ensure timely completion and compliance with Federal, State, and local mandates.
Provides direction, leadership, and engineering expertise to Engineering Aides, Construction Crews, and Maintenance personnel during construction and maintenance projects.
Designs or oversees the design process for re-surfacing, bridge, culvert, drainage, restoration, grading, and other maintenance projects.
Assists in the preparation of the proposed Construction Program and budget on an annual basis; prepares or assists with the preparation of a variety of reports; submits annual construction expenditures to the Budget Director.
Responds to citizen inquires and requests; provides feedback and follows up with County residents to ensure concerns are accurately and adequately addressed.
Meets regularly with County Engineer and Secondary Roads Superintendent to exchange information and discuss current and future projects and activities.
Perform duties and functions of the County Engineer in his/her absence or as directed.
Performs and/or coordinates bridge inspections; records inspection details and prepares corresponding reports in accordance with National Bridge Inspection Standards (NBIS) and Iowa Department of Transportation (DOT) specifications and requirements.
Attends and participates in seminars, conferences, and meetings to exchange information related to professional development or construction projects; may make presentations.
Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
Performs related duties as assigned.
Education, Training, and Experience Guidelines:
Bachelor's degree in Civil Engineering or related field; AND five (5) years of experience designing, planning, inspecting, and administering construction and maintenance projects; OR an equivalent combination of education, training, and experience.
Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.
Iowa DOT specifications and design aids.
Project management principles and practices.
Civil Engineering and surveying concepts and practices.
Project management practices and methods.
Engineering and construction tools, methods, materials, and equipment.
NBIS regulations and guidelines.
Work safety policies, procedures, and practices.
OSHA standards and regulations.
Skill in:
Operating a computer including standard software and specialized engineering and design software.
Conducting thorough inspections to identify compliance and safety issues.
Managing department-wide expenditures.
Reading and accurately interpreting blueprints, maps, and engineering drawings.
Providing effective supervision, leadership, and direction to assigned staff.
Establishing and maintaining cooperative working relationships.
Communicating effectively verbally and in writing.
License and Certification Requirements
Must possess a valid Driver's license.
Must possess a National Bridge Inspection Standards certification or the ability to obtain certification.
Must be licensed as a Professional Engineer (PE) under the laws of the State of Iowa or the ability to obtain licensure within 6 months of employment.
Physical Demands and Working Environment:
Work is performed in a standard office environment and requires exposure to dangerous tools, equipment, and machinery, hazards associated with traffic, extreme weather conditions, potential physical harm, and hazardous chemicals.
May be required to traverse uneven terrain and lift and move objects weighing up to 50 pounds.
