Job Summary

Under general supervision, the Health Fiscal Manager develops, implements, and manages financial processes and policies for the Health Department. Manages grant applications, contracts, billing, expense tracking, and other billing services to meet appropriate county, state, and federal standards.

$63,356 - $73,465 to start depending on qualifications.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Assigns, schedules, and oversees the work of staff, authorizes overtime and leave, participates in recruitment and selection, conducts performance appraisals, and provides coaching, counseling and corrective or disciplinary action as appropriate; provides or approves program or department training.

Leads and facilitates department efforts related to planning and preparing a department budget; provides budgetary analysis and reporting to the director, deputy director, service area managers, and the Board of Health.

Oversees the accounting and financial operations and services of the department; manages purchasing, program cost analysis, financial reporting, accounts payable, accounts receivable, purchasing cards, daily cash receipts, and expense posting.

Coordinates and organizes departmental records, documents, and grant related information for fiscal compliance and participates in State and County audits; collaborates with County staff regarding Schedule of Expenditures of Federal Awards (SEFA) and Quarterly Grant Funded positions reporting.

Collaborates with County staff regarding the fiscal setup and management of grants and contracts within the county's fiscal software and ensures all Health programs are funded and successfully managed.

Provides oversight and partnership to the third-party vendor regarding insurance billing and credentialing and leads internal efforts regarding billing of services.

Ensures that grant and contract billings are prepared, submitted, and processed according to timelines specified; assists, supports, and provides direction in grant application development.

Facilitates the development of grant subrecipient contracts; coordinates billing with subrecipient agencies providing guidance documents; monitors grants awarded to other agencies.

Develops and maintains department fiscal policies and procedures.

Participates in department efforts related to accreditation or reaccreditation, performance management, quality improvement, and workforce development.

Facilitates the issuance of department contracts and requests for proposal and applications for external services; provides fiscal leadership to manage emergency response and incident command; supports health related situations and provides management and insight.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

MINIMUM QUALIFICATIONS
Education, Training, and Experience Guidelines Bachelor?s Degree in Finance, Accounting or Business; AND three (3) years of accounting, budgeting, and financial experience with at least one (1) year of supervisory experience; OR an equivalent combination of education, training, and experience.

Knowledge of:
Rules, regulations, and procedures for financial and accounting practices.

Modern office practices, procedures, and equipment.

Health Department programs and general operations.

Computerized accounting systems.

Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Supervisory principles and practices.

Generally accepted cash management techniques and grant accounting principles.

Budget development and analysis practices, procedures, and methods.

Skill in:
Preparing clear and concise reports.

Maintaining financial documents and accounting ledgers.

Grant Contract administration and management.

Applying finance knowledge in a health setting.

Working on multiple tasks simultaneously to meet deadlines.

Providing effective supervision, leadership, and direction.

Interacting tactfully and professionally with County staff, outside agencies, and the public.

Establishing and maintaining cooperative working relationships.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment with limited exposure to adverse conditions. Individual may at times be a part of response to emergencies occurring in Scott County or local or state areas. This response will likely be at the Emergency Operations Center, but may be in the field. Response operations may be maintained twenty-four hours a day.
