Job Summary

Under general supervision, the Senior Elections Clerk performs technical and clerical duties involving a variety of functions related to processing voter registrations and absentee ballot request forms. Monitors counter activities and maintains a professional and friendly customer service environment in the office.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Exports data from database systems such as Department Of Transportation, State Correctional Agency, and Department of Public Health; imports files into reports for voter totals for political parties and registration data.

Receives and logs candidate filing papers for certain offices and exam their correctness; uses advanced tools in spreadsheet software to analyze and display information such as voter percentages

Assists the Election Supervisor in providing reports and data exports as requested by public, media, candidates, and political parties.

Trains and directs temporary office staff in the processing of voter registrations and absentee ballot requests and reviews work for accuracy; provides leadership and training to election day poll workers.

Proofs ballots, letters, and elections documents for spelling, grammar, and accuracy; identifies problems with voter registration and absentee ballot applications and communicates corrective action to voters

Prepares and mails voter registration acknowledgement cards; conducts mail merges to populate letters and mailing labels; creates and distributes informational packets for candidates, City Clerks and school board secretaries.

Interprets, implements, and ensures compliance with State and Federal laws and administrative rules related to elections; recommends, implements, and documents procedural changes as needed.

Answers public inquiries by mail, phone, and email and in person; maintains confidentiality and security of information as appropriate; processes and maintains accurate voter records including cancelling felon and deceased voters.

Delivers and directs the delivery of voting equipment and computers used at polling places and satellite voting stations.

Utilizes State-wide systems to maintain voter registration records, process early voting requests, scan and attach documents, maintain addresses, generate voter registration cards, labels, and report and update voting history; receives, reconciles, and maintains accurate inventory of unvoted and voted ballots

Maintains elections information on the County website and social media as directed.

Programs laptops before each election for poll workers; keeps laptops updated with the latest required software.

Updates records during times of National Change of Address, Re-districting and Cross State matches.

Works with the Secretary of State's ADA software on all polling place accessibility assessments.

Charts and marks ballots for testing machines for all elections determining ballot rotations and split codes for ballot preparation; runs all machine test for elections including DS200, Express vote, and 850 machines.

Programs, repairs, and maintains voting equipment in a warehouse environment; program, formats, and proofs ballots.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
High school diploma or GED equivalent; AND two (2) years of clerical or customer service experience; OR an equivalent combination of education, training, and experience.

Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Records maintenance and retention policies, procedures, and practices.

Customer service principles, practices, and etiquette.

Supervisory principles and practices.

Elections procedures.

Skill in:
Navigating Iowa Code to keep up to date on changing laws pertaining to Elections.

Typing and entering data with speed and accuracy.

Leading and directing the work of assigned staff.

Reading and interpreting GIS maps.

Using a computer to include standard software and some specialized software.

Establishing and maintaining cooperative working relationships.

Communicating effectively verbally and in writing.

Supplemental Information

License and Certification Requirements
Must successfully complete State Election Administration Training (SEAT) within one (1) year of hire.
Must possess a valid driver's license.

Physical Demands and Working Environment:
Work is performed in a standard office environment and at various polling places.
Lifting requirement of up to 80 lbs.
