Job Summary

Under general supervision, the Community Tobacco Consultant works to ensure the health of the community by addressing tobacco-related public health issues and hazards. Develops and delivers presentations and gathers and analyzes information to determine the impact of tobacco use in the community. This is a grant funded position.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Supports the Tobacco-Free Quad Cities (TFQC) Coalition by planning, organizing, implementing, and documenting coalition and coalition-sponsored workgroup meetings.

Maintains the TFQC website and social media platforms; creates reports to share with TFQC Coalition and the community.

Prepares annual grant applications; completes grant requirements regarding reporting and documentation.

Provides and presents tobacco education and materials to the public at health fairs, schools, worksites, multi-unit housing sites, and other community locations.

Participates in health planning and needs assessment activities to develop and implement program goals.

Provides technical assistance in developing and strengthening policies related to tobacco use.

Promotes statewide tobacco cessation services to professionals and the public throughout the community.

Facilitates local youth tobacco prevention initiatives.

Maintains documents and files; updates database information to document program activities.

Responds to tobacco related questions for the Smoke Free Air Act posed by staff and the public.

Orders and maintains an inventory of all program and marketing supplies.

Participates in department efforts related to accreditation/reaccreditation, performance management, quality improvement, and workforce development.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
Bachelor's degree in Health Services or related field; AND two (2) years of experience in public health which includes program implementation or grant administration experience; OR an equivalent combination of education, training, and experience.

Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Grant planning and implementation.

Social media platforms.

Marketing and public relations principles, practices, and methods.

Health risks related to the use of tobacco products.

Methods used to relieve dependency on tobacco products.

Skill in:
Delivering informational presentations to large and small groups of a diverse age and background.

Interacting tactfully and professionally with County staff, outside agencies, and the public.

Analyzing data and information related to an issue to develop reasonable solutions.

Working efficiently both independently and as part of a team.

Operating a computer including standard software and some specialized software.

Navigating social media platforms and posts.

Preparing and writing grants.

Establishing and maintaining cooperative working relationships.

Communicating effectively verbally and in writing.

Physical Demands and Working Environment:
Work is performed in a standard office environment and at various locations throughout Scott County.
May be required to lift and move up to 25 pounds.
