Job Summary

Under general supervision, the Data Analyst utilizes GIS and data functions to provide information and support the Scott Emergency Communications Center and the Scott Emergency Management Agency operations.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

  • Ensures GIS/MSAG 911 database is current and accurately completes monthly changes and updates according to State of Iowa requirements.
  • Works with County GIS group to manage GIS mapping for computer-aided dispatch.
  • In conjunction with County GIS, develops and manages map-based tools and information to assist with daily SECC and/or EMA operations, emergency response and management.
  • Performs system administrator functions for mobile and web applications. Manages datalinks and updates and acts as subject matter expert for a variety of EMA related programs including QC Ready App, Alert Iowa, EMA situational Awareness portal, Damage Assessment, Debris Management, Salamander, Access and Functional Needs Registry, QC Weather EOC and weather spotters.
  • Builds, develops, and updates the Tactical Interoperable Communication Plan (TICP) for Scott County. Reviews annually and updates as required.
  • Gathers relevant data from functions such as 911 call statistics, and presents information in various formats including web dashboards, spreadsheets, charts, and geo-spatial, for analysis, process improvement, trending, and reporting.
  • Assists staff with data collection and analysis relating to areas such as staffing and call load, quality and process improvement, preparedness, Emergency Operations Center functions, training, and public education.
  • Assist partner agencies with data access and analysis tools for accreditation and quality improvement.
  • Attends and participates in GIS and technical committee meetings, subcommittee meetings, and project meetings as necessary.
  • Maintains the confidentiality and security of various records and reports.
  • Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.
  • Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines
Associates degree in GIS, computer science, data analytics, or related field; AND three (3) years of experience working with GIS programs and/or data management; OR an equivalent combination of education, training, and experience. Bachelor's degree preferred.

Knowledge of:

  • GIS and related software, platforms, and applications as it relates to public safety.
  • Applicable local, State, and Federal laws, codes, regulations, and ordinances.
  • Records maintenance and retention policies, procedures, and practices.
  • Project management principles and practices.

Skill in:

  • Operating a computer to include standard software and some specialized software.
  • Collecting and organizing data into clear and concise charts, maps, and reports.
  • Troubleshooting technical issues.
  • Articulating objectives, policies, procedures, and protocols
  • Organizing and prioritizing assignments to meet deadlines.
  • Maintaining accurate records.
  • Working efficiently both independently and as part of a team.
  • Communicating effectively verbally and in writing.

Handling and maintaining the confidentiality of sensitive materials.

PHYSICAL DEMANDS AND WORKING ENVIRONMENTWork is performed at various County facilities; some field work may be required that includes exposure to outdoor weather conditions and various temperatures. May be required to lift objects weighing up to 25 pounds. May be required to perform system maintenance outside of normal shift hours.
