Job Summary

Under general supervision, the Family Health Manager oversees, manages, and monitors the Family Health Service Area of the Scott County Health Department and ensures both direct and community-wide programs are implemented in identified program service areas. Serves as project director for multiple grants and programs serving pregnant persons, infants, children, adolescents, and adults to ensure that contract requirements are met.

$63,356 - $73,465 to start depending on qualifications.

Essential duties and responsibilities may include, but are not limited to, the following:

Assigns, schedules, and oversees the work of staff, authorizes overtime and leave, participates in recruitment and selection, conducts performance appraisals, and provides coaching, counseling and corrective or disciplinary action as appropriate; provides or approves program or department training.

Serves as project director for a variety of grants serving pregnant persons, infants, children, adolescents, and adults. Reviews and complies with grant contracts; coordinates the development of grant applications; monitors grant activities and subrecipients; and reviews required documents and reports.

Oversees subcontractors in ensuring that service delivery meets expectations, quality, and intent of the program; convenes internal and external groups to develop and implement initiatives related to identified family health needs.

Monitors and approves grant and service area expenses according to established financial rules; participates in annual budgeting of department's budget for Family Health Service Area.

Oversees and ensures that financial rules and guidance are followed associated with third party insurance billing grant expenditures, and general department expenses.

In collaboration with other staff, assures that services and provide and documented to support third-party insurance billing for services.

Ensures that grant and contract billings are prepared, submitted, and processed according to timelines specified; assists, supports, and provides direction in grant application development.

Coordinates quality improvement activities, quality assurance reviews, and customer satisfaction surveys of programs.

Participates in department efforts related to accreditation or reaccreditation, performance management, quality improvement, and workforce development.

Identifies and educates local, state, and national elected officials on policies with potential public health impacts.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines
Bachelor's degree in Public Health or related field; AND five (5) years of experience in community health, which includes some supervisory responsibilities; OR and equivalent combination of education, training, and experience. Master's level degree preferred.

Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Grant and contract planning, implementation, and assurances.

Supervisory principles and practices, including for staff at multiple locations.

Contract language and compliance.

Insurance billing practices.

Project management principles and practices.

Quality improvement/assurance methods used in public health programs.

Skill in:
Exercising understanding, cultural competence in interactions and in program development.

Reviewing and monitoring budgets.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment and at various locations throughout Scott County and identified program service delivery areas. Individual may at times be a part of response to emergencies occurring in Scott County or local or state areas. This response will likely be at the Emergency Operations Center, but may be in the field. Response operations may be maintained twenty-four hours a day.
