Under general supervision, the Tax Accounting Specialist is responsible for the monthly reconciliation of bank accounts and property tax apportionment. Oversees day-to-day property tax transactions and assists staff in addressing and resolving complex property tax issues.

Essential duties and responsibilities may include, but are not limited to, the following:
Reconciles and audits all daily banking activity including deposits, withdrawals, payments, and transfers of inter-bank funds for the County's Commercial Public Funds checking account.
Audits and reconciles motor vehicle, property tax data, and revenue collections; prepares and reconciles the investment portfolio used by the Finance Manager for banking and investing purposes; creates daily bank journal in computer system for all bank ACH deposits and ACH withdrawals.
Performs daily reconciliation of property tax apportionment to be distributed to taxing authorities monthly; assists the Finance Manager with the monthly disbursement of property tax apportionments.
Assist the Operations Manager- Treasurer with the certification of property taxes for all parcels of land in Scott County; prepares and coordinates the proof reading of the property tax statements prior to exporting to the property tax statement vendor.
Coordinates submission of the publication of delinquent property taxes to the newspaper; assists with conducting the annual tax sale; reconciles the annual tax sale funds; creates and sends tax sale certificates to tax sale investors; sends notice of tax sale to the parcel owner and creates annual 1099 interest forms for tax sale investors; processes tax deed applications and issues tax sale deeds.
Coordinates the notice that property taxes are due twice a year for publication.
Generates and coordinates the proof reading and mailing of delinquent property tax statements to ensure compliance with State codes.
Daily reconciles the debt collection for Department of Revenue and Clerk of Court to Finance Manager.
Oversees day-to-day property tax transactions and assists staff in addressing and resolving complex property tax issues; may assist in the completion of tax transactions as necessary.
Receipts property tax credits received from the State of Iowa annually; inputs and completes authorized property tax adjustments in the property tax system.
Supervises Tax Accounting Clerk; monitors work performance, coaching, performance evaluation, counseling and disciplinary actions: participates in the hiring process to include interviewing and selection; recommends the hire and promotion of individuals as appropriate; administers personnel policies and collective bargaining agreements in consistent manner.
Serves as back up Finance Manager.

Education, Training, and Experience Guidelines:
Associate's degree in Accounting or related field; AND three (3) years of professional accounting or finance experience; OR an equivalent combination of education, training, and experience.
Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.
Accounting principles and practices.
Supervisory principles and practices
Records maintenance and retention policies, procedures, and practices.
Computerized accounting systems.
General office practices, procedures, and equipment.
Skill in:
Entering data with speed and accuracy.
Performing mathematic calculations.
Operating a computer to include standard software and some specialized software.
Preparing accurate journal entries.
Maintaining accurate records and filing systems.
Establishing and maintaining cooperative working relationships.
Communicating effectively verbally and in writing.

Work is performed in a standard office environment.
