Job Summary

Under general supervision, the Programmer/ Analyst Manager develops and manages systems of varying scope and complexity from concept to implementation and maintains existing software systems.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Oversees IT Development Division and assigns staff to specific projects. Provides technical advice, mentoring and assistance to direct reports and other IT Department personnel during project planning, design, implementation and maintenance.

Provides supervision of staff including participating in hiring process, conducting performance appraisals, coaching, administering the county human resource policies as appropriate, approving leave requests and making recommendations regarding disciplinary actions to the Information Technology Director.

Performs database administrator functions including but not limited to designing relational databases and objects, disaster recovery, database maintenance, data retrieval, reporting, and analysis, and server resource usage and availability.

Constructs solutions based on approved design worksheets by configuring commercial off-the-shelf (COTS) applications, hardware or developing custom applications using industry standard application development software.

Troubleshoots and corrects all technical, operational, and configuration issues; works with COTS support teams, as needed, to resolve escalated technical issues.

Manages county development systems. Responsible for ensuring cohesive deployment of development systems within each office. Coordinates system development, implementation, documentation and maintenance for all affected county offices and associated outside entities.

Develops and recommends the IT Development Division budget and electronic equipment Capital Improvement (CIP) budget in coordination with the IT Director. Monitors IT Development Division budget and expenditures and develops IT Development Division Budgeting for Outcomes (BFO) indicators to measure program effectiveness.

Installs server and client-side software, patches, and fixes; performs updates and revisions on databases, COTS applications, and custom developed code.

Assists County departments and authorized agencies with requests to automate manual or inefficient business processes; analyze findings and presents possible solutions.

Responds to internal and external (open records) requests for data and reports.

Confirms completed project requirements with subject matter experts to ensure that all program objectives, functional data requirements, and desired outputs including data storage, calculations, and reporting capabilities have been met.

Attends and participates in user meetings to provide updates, make recommendations and receive feedback regarding current and future projects and needs.

Provides consultant/vendor oversight for all county development systems projects including consultant/vendor selection through Request for Proposal (RFP) drafting and review.

Provides training for custom written and COTS software and develop system documentation.

Prepares detailed solution design worksheets that identify desired functionality, modeling of required data, security, integrations to existing software, workflows, and relational database design.

Coordinates IT development with Network System and GIS managers to ensure continual operations and support of systems for county offices and customers.

Demonstrates the ability to exemplify, by his/her actions, the County PRIDE philosophy.

Performs related duties as assigned.

Standards for Initial Consideration

Education, Training, and Experience Guidelines:
Bachelor's degree in Computer Science or related field; AND five (5) years of progressively responsible experience in programming development and coordination which includes technical project management and supervisory experience; OR an equivalent combination of education training and experience.

Knowledge of:
Applicable local, State, and Federal laws, codes, regulations, and ordinances.

Enterprise IT applications architecture methodology and best practices.

Project management principles and practices

Technical troubleshooting and diagnosis methods and practices.

Database administration and application development.

Physical Demands and Working Environment:
Work is performed in a standard office environment. Some field work may be required. May be required to perform system maintenance outside of normal shift hours.
May be required to lift objects weighing up to 50 pounds.
