Mass Gatherings

A mass gathering is attended by more than 1,000 people for a period of more than 4 hours, but not more than 12 hours.

What types of services are offered through the Scott County Health Department Mass Gatherings Program?

The Mass Gatherings Program:

  • Reviews proposals submitted by promoters for events (currently only those in the city of Davenport
    • Rock concerts
    • Festivals (gatherings attended by more that 1,000 people for more than four but less than twelve hours)
  • Provides guidelines regarding:
    • Water
    • Restrooms
    • Medical facilities,
    • Waste Disposal

When do mass gathering proposals need to be submitted to the Health Department?

Mass gathering proposals must be submitted at least 30 days prior to the event.
