Time of Transfer

Iowa Administrative Code Chapter 69 requires that if any building where a person resides, congregates, or is employed is served by a private sewage disposal system (PSDS), this system shall be inspected prior to any transfer of ownership of the building.

If a PSDS is properly treating wastewater and not creating an unsanitary condition in the environment at the time of inspection, the system is not required to meet the department’s current construction standards.

If a PSDS is failing to ensure effective wastewater treatment or is otherwise improperly functioning, the PSDS shall be renovated to meet the department’s current construction standards.

All inspections shall be conducted by an inspector that has been certified by the Iowa Department of Natural Resources.

At the request of buyers/sellers, lending institutions, and real estate agents, the Scott County Health Department provides records of available well and septic systems.
